Established by the Corpus Christi Bar Association in memory of Judge Norman L. Utter. Judge Utter was a past president of the Corpus Christi Bar Association and served as judge of the 13th Court of Appeals until his death in 1990. Recipients are chosen by the Corpus Christi Bar Association from applicants recommended by Texas A&M-Corpus Christi and Del Mar College.

Eligibility:
Applicants must:
be high school students intending to study at Texas A&M University-Corpus Christi or Del Mar College;
be residents of Nueces County for at least one year;
be enrolled full-time (at least 12 hours);
maintain at least a 2.5 GPA, and;
demonstrate financial need and merit.
